General Description of the Position:

The purpose of this position is to provide specialized services and technical assistance to Haywood County's Planning and Development Services.

Essential Tasks of the Position:

  • Researches planning, development and environmental rules and regulations; provides information to the public and professional citizens regarding requirements and program policies of the department.
  • Interacts with the general public in the office, in the field, by telephone or by electronic media to exchange information and/or resolve problems.
  • Performs periodic field inspections of active and permitted sites that are subject to the County's rules and regulations.  This is done in order to insure that control measures, structures, devices, planning considerations and construction techniques are in compliance with requirements.  Prepares inspection reports.
  • Responds to complaints of violations by initiating or conducting investigations; reports confirmed violations and issues citations as necessary.
  • Participates in gathering information, creating and maintaining files; helps in the preparation of reports for various departmental needs which may include maps, photos, documents or visual aids.
  • Assists in review of various plans submitted to the department for development activities to insure projects meet minimum compliance using accepted design methods and calculations and issues permits for the department.
  • Attends staff meetings and public meetings to exchange information; attends in-service training and technical or professional classes, seminars or conferences to improve technical or professional skills.
  • Specific instructions may be received on new assignments; however as experience is gained this employee is afforded increasing latitude for the exercise of independent judgment in performing duties.
  • Performs routine office tasks such as typing, filing, faxing, phoning and copying.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities Required for the Position:

Requires gathering, organizing, analyzing, examining or evaluating data or information and may prescribe action based on such data or information.  Requires persuading or influencing others in favor of a service, point of view or course of action with diplomacy and effectiveness; enforces laws, rules, regulations and ordinances.  Requires regular daily contact with members of the public, site planners, engineers, architects, surveyors, property owners, developers, contractors, regulatory agency personnel and others.  Requires handling or using computers, machines, tools, instruments or other equipment necessary to perform duties.  Some knowledge of directing others in the use of heavy construction machinery is desirable.  Requires performing coordinating work involving guidelines, rules and people with frequent problem solving.

The employee in this position should possess some knowledge of basic algebra involving variables and formulas, basic geometry involving plane and solid figures, circumferences, areas and volumes.  Requires reading technical instructions, procedure manuals and charts to solve practical problems such as erosion control methods or methods and procedures for investigations; must utilize proper grammar and punctuation.  Requires performing technical tasks including a wide range of procedures with adequate understanding of a restricted field or sufficient familiarity with the functions of a unit or small division of an operating department; requires normal attention with short period of concentration for accurate results and may experience some exposure to unusual pressure and deadlines.  Requires the ability to be responsible to guide others, requiring frequent decision making skills affecting the individual, co-workers and others who depend on the service or product; Ability to work in a somewhat fluid environment with rules and procedures but experience many variations from the routine.

Experience, Education and Training Required for the Position:

Bachelor's degree preferred in areas related to planning, environmental science or other appropriate discipline.  Graduation from a two-year college with degree in civil engineering or related appropriate field may be considered with adequate experience and training.

Requires adequate knowledge of Planning and Development activities and laws, civil engineering, public water supply sheds, FEMA Flood rules, environmental rules and regulations and other appropriate disciplines.  A general knowledge of modern reporting methods.  The ability to organize, prepare and present complete reports on previously assigned projects is necessary as is the ability to maintain accurate and complete reports.  Credible experience desired.
