General Description of Position:

Under management of the Director of Technology and Communications, the purpose of this position is to be responsible for the support and administration of applications and services for the management and delivery of enterprise software.  This position will provide technical and functional support to all users within the organization and is responsible for ensuring the various IT software operations run smoothly.  The individual in this position will primarily assist employees with software applications used within different County Departments.  Applications software support includes but is not limited to: Microsoft Office 365, Drupal, KRONOS Workforce Management, Laserfice EDM, Law Enforcement systems, MUNIS Financial ERP, Crystal Reports, BMC Track-IT and other enterprise business systems utilized in the County.

The Applications Support Specialist will develop and maintain the Haywood County Government website, install and troubleshoot IT business systems and applications, perform tests, install upgrades and perform regular software system maintenance.  The main responsibility of this position is to reduce business disruptions caused by various applications and to find ways to reduce the number of calls for assistance by providing training, writing operation manuals and generally ensuring that  issues are resolved as quickly and efficiently as possible.

Essential Functions of Position:

This position is responsible for delivering quality customer service by providing users a point of contact for logging and tracking support calls and resolutions.  The individual serving in this position will resolve minor hardware and software issues and escalates all other issues to higher levels of support as needed and/or required.

  • Provide IT support for enterprise applications and other software including Public Safety applications used throughout Haywood County Government
  • To establish and maintain effective working relationships with all stakeholders
  • Work closely with all departments to develop and design current website content
  • Work closely with vendors to perform application maintenance, testing and upgrades
  • Provide training to employees when applications are installed or upgraded
  • Research new software and technologies to identify opportunities to improve the organization's enterprise systems
  • Ensure that software will best meet the needs and requirements of Haywood County Government businesses processes
  • Contribute to process development and best practices
  • Ensure standards and guidelines are applied and maintained across applications for administration, deployment and monitoring, manage change control implications for designated systems
  • Ensure that applications and related services are documented and records are kept current
  • Create new documentation and update existing documentation for enterprise software applications
  • Review and implement new ways to improve resilience, performance levels and supportability for all Haywood County Government systems
  • Establish project management plans and tasks for application deployment and upgrades
  • Performs other duties as assigned

Minimum Qualifications for Education and Experience:

Requires Associate's degree with course emphasis in Computer Science or Information Technology Systems; OR five years combination of education, training and experience that provides the required knowledge, skills or abilities to perform the Essential Functions of position.

Additional Requirements for Position:

Must possess a valid NC Driver's license and current DMV record should show no more than three (3) points on record.

A criminal background check is required as well as submission of set of fingerprints to be furnished to the Department of Justice and to the Federal Bureau of Investigation.
